Opportunities and Challenges of the Special Autonomy for Papua Province

Different views of the Papuan people perceive that Law. 21 of 2001 on Special Autonomy for Papua Province as one legal product that will improve life for the people of Papua are still excluded from many aspects of life. But the reality on the ground shows that the dream of the people of Papua was thwarted by political interest groups at the level of central government, provinces, and districts/cities throughout Papua.
Why is that? Concrete examples that we can see and feel is at the time of admission candidates for Civil Servants this year made ricu and demonstrations throughout the district in Papua province, whether it's a new district (administrative) and the old district (devinitive). Not only that but office/echelons of government bureaucracy to the system, this field is not swstapun sons and daughters of people of Papua, so life seems excluded.
After and experience themselves, the question is this which meant that the central government with the title "His Excellency the Papuans in the Affairs Being Alone"? if so then psychologically the Central Government, Provincial Government and Regency/City has killed the Papuan people indirectly. If back in history the birth of a special autonomy law within 25 years, so now the rest of the 14 years as rare to be able to deaden tikat and demands of the people of Papua on the issue of "Free Papua" but should, instead utilizing by officials at all levels to seeking office as well as the interests of the game of corruption, korusi, and nepotism (KKN). So the question is, who will bear any kind of screaming, crying, suffering, slaughter, indimidasi, and duping the government to the people of Papua?
In essence, the Special Autonomy Law as a legal basis in order to build a fully human Papua in running the development, the government of Papua special autonomy need actual meaning. In theory, the meaning of autonomy or autonomy comes from the Greek auto means self, meaning nomous law or regulation. While the Dutch literature Autonomy means self-government (Zelfregering) which by Van Vollenhoven at the top; Zelfwetgeving (make laws themselves), Zelfuitvoering (implement their own), Zelfreschtpreak (judge himself), and Zelfpolitie (acting on its own). But the reality, one meaning of the special autonomy law is in its application, because the concept on paper does not match the real condition in the field. Papuan People want to be in the remainder of the existing government is expected to make approaches that persuasip fairly and with dignity and to realize aspirations for Papuans in all sectors of life to be able to manage and organize their own, so that the meaning of a great master own country really materialized.
In the development of autonomy in various countries include several types according to the conditions, there are at least (5) Autonomous kind ever applied in various countries in the world, among others; Autonomous organic (organic household), Autonomy Formal (Formal households), Autonomy material (household material/substantive), Autonomy real (real household), Autonomy real responsible and dynamic.
Thus, it can be analyzed that the special autonomy that is given to the Central Government that the people of Papua inconsistent with existing theories. So to say that the people of Papua, special autonomy has failed it is reasonable. Special autonomy was born according to local conditions, but the implementation does not match the expectations of the people of Papua because it is always in reserve and policy makers. So it can be said that the special autonomy law is merely a form of poverty and unemployment transfers from outside Papua, to open up opportunities and possibilities for the non Papuans to utilize a number of opportunities available, not the actual special autonomy. This is reasonable, because the special autonomy law there is no guarantee a clear, firm and details that describe the shape become masters in their own country for the actual Papua. Since there is no chapter and verse that specifically set for Papua in detail (Perdasi/Perdasus).
Thus we all hope that the government as an agent of change in the wheels of government in this particular era of autonomy needs to be a recognition of the "GOD Papuans, Nature Papua, Papuan People" to be set up their own households and appreciate and respect the rights of indigenous that the meaning of the Special Autonomy Law is not just the name on the lips and the concept alone, but is an expectation conscience of the people of Papua.
